Public Policy in Action — Ukrainian Faculty Visit Canada
As part of CBIE's Public Policy Capacity Building project, five faculty from the Ukrainian Academy of Public Administration (UAPA) came to Canada in October 2002 to learn more about the public policy process and the teaching of public policy courses in a Canadian academic setting. They spent the first part of their visit in Ottawa , becoming familiar with the public policy process at the central government level and with the School of Public Policy and Administration at Carleton University. The second part of their visit was to Dalhousie University 's School of Public Administration.
At the Privy Council Office in Ottawa , the group learned about the Speech from the Throne process and setting government policy priorities. The timely launch of the Romanow Commission on the Future of Health Care in Canada during their visit highlighted the importance of public engagement in developing policy documents. Through a presentation organized by the Departments of Citizenship and Immigration and Status of Women Canada, participants were briefed on achievements and challenges of incorporating gender-based analysis into policy development and implementation. This was followed by consultations with faculty at Carleton University and Dalhousie University , which focused on Canadian pedagogical techniques associated with the teaching of public policy and economics courses at the university level, as well as major aspects of the policy analysis process, practical applica tions and key policy players at the central and provincial levels.
CBIE hopes that the study tour helped NAPA professors further their capacity to deliver courses and will eventually contribute to establishing a sustainable specialization in public policy analysis at NAPA.
